About the NDRA

The Somaliland National Displacement and Refugee Agency (NDRA) was established on 3rd of January 2018 with the Presidential degree by the President of Somaliland. NDRA is the governmental agency dealing with refugees/asylum seeker, IDPs, returnees and migration responses. The agency operates and functions in all regions of Somaliland. The agency will provide support to the refugees/asylum seeker, IDPs, returnees and migrants in Somaliland for durable solutions and protections. Roles and responsibilities

 

Vision

  Our vision is to help Refugees, returnees, asylum-seekers, and Internally Displaced People (IDPs) realize a better future and attain durable solutions

Mission

   NDRA will provide protection assistance and will safeguard the rights of refugees, asylum-seekers, internally displaced people  and migrants. NDRA in collaboration with others will strive to achieve durable                    solutions through developing policies, coordination, and responding to humanitarian crises.

Mandate

      1.The roles and responsibilities of the former Ministry of Reconstruction, Returnees and Rehabilitation has been transferred to
           National Displacement and Refugee Agency    
      2. Without changing the meaning of the above mentioned article the roles and responsibilities of the agency are as the follows:

• To develop lows, policies, plans and projects of the IDPs, refugees, returnees and migrants in collaboration with government institutions and other concerned agencies.
• To initiate and implement the durable solution projects for the IDPs, returnees from the abroad countries
• To implement all basic social service projects for IDPs, Refugee and returnees such as security, water, health, education etc.
• To coordinate aid and donations from the government agencies, local community and international aid organizations for the IDPs.
• To evaluate and monitor the resettlement projects to returnee in line with agreements and concerned national laws (Somaliland law).
• To lead help the IDPs in getting their assistance and supports.
• To make sure the resettlement of the returnees and IDPs.
• To register refugees and asylum seeker in the country in collaboration with Somaliland immigration and border control agency and other concerned institutions in line with the national policies and lows
• To apply other national lows in line with the agency’s roles and responsibilities

Somali Version: Hay'adda Qaxoontiga Iyo Barakacayaasha Qaranka (HQBQ)

Hay’adda Qaxoontiga iyo Barakacayaasha Qaranka (HQBQ) waxa uu Madaxweynaha Jamhuuriyadda Somaliland ku Aasaasay Digreeto Madaxweyne 03/01/2018, waa hay’ad ka shaqaysa Arrimaha Qaxoontiga/Magangelyo doonka, Barakacayaasha, Muwaadiniinta dalka dib loogu soo celiyo iyo Tahriibayaasha sharci darrada ah.

Hay’addu waxa ay ka shaqaysaa oo ay xafiisyo ku leedahay gobollada dalka oo dhan waxaana ay taageero siisaa dadka qaxoontiga ama Magangelyo doonka ah, Barakacayaasha, muwaadiniinta dalkooda dib loogu soo celiyo iyo dadka tahriibayaasha ee wadanka kasoo gala xuduudaha si loogu helo daryeel iyo xal waara.

Xilka iyo Waajibaadka shaqo ee HQBQ

1. Xilkii iyo Waajibaadkii Wasaaradii hore ee Dib-u-dejinta waxa loo wareejiyey Hay’adda Qaxoontiga iyo Barakacayaasha Qaranka.
2. Iyada oo aan waxba laga dhimayn farqada sare ee qodobkan, xilka iyo waajibaadka hay’adda wax aka mid ah:
3. In ay curiso xeerarka, siyaasadaha, Qorsheyaasha iyo Mashaariicda la xidhiidha Barakacayaasha, Qaxoontiga, soo noq-noqonaya, iyada oo la kaashanaysa hay’addaha dawladda iyo hay’addaha kale ee khuseeya.
4. In ay abuurto, dhaqangelisana qorsheyaasha iyo Mashaariicda dib loogu dejinayo Barakacayaasha iyo Qaxoontiga soo noq-noqonaya si dib loogu dhiso nolosha Barakacayaasha iyo Qaxoontiga looguna helo xal waara.
5. In ay hirgeliso Mashaariicda iyo adeegyada Aasaasiga u ah dib u dejinta Barakacayaasha, sida Nabadgelyada, Biyaha, Caafimaadka, Waxbarashada iwm
6. In ay xidhiidhiso kaalmooyinka iyo deeqaha Barakacayaasha ee hay’addaha Dawladda kuwa maxaliga ah iyo kuwa caalamiga ahba.
7. In ay qiimayso, sidoo kalena dabagal ku mashaariicda dib u dejinta iyo kaalmooyinka loo fidiyo muwaadiniinta Qaxoontiga ah ee dalka ku soo laabanaya, iyada oo la raacayo heshiisyada iyo xeerarka dalka ee khuseeya.

9. In ay ka hawl-gasho dib u dejinta Qaxoontiga soo noq-noqonaya iyo Barakacayaasha.
10. In ay diiwaangeliso Qaxoontiga ajaanibka ah ee dalka ku sugan iyada oo la kaashanaysa ciidanka socdaalka iyo hay’addaha kale ee la xidhiidha, iyada oo raacaysa xeerarka iyo siyaasaadaha dalka.
